What do you think is going on at my company?

My company announced a m layoff in Feb '10 and we had to do our annual review in Feb rather than April. Now they have 4 people rating us, 2 being people that we have worked with at some point. And they are doing them in Dec instead of April? our numbers for production aren't even finished for the year..layoffs? And would a company that is in the limelight lay off before Christmas or wait until after the holidays to avoid scrutiny?
