Criminal Record Question.?

A few years ago my friend did something really stupid that entailed vandalism. He ended up paying restitution to the owner of the property and no charges were pressed, he was asking me if he has anything on his "criminal record" and I didn't think so. He said he filled out a statement for the law enforcement officer for the DA and nothing was ever done with the cops again and he never went to court, he just paid money to the owner. So basically I was wondering if I was right for saying his record is clean? Just wondering, thanks.
