Need cheapest way to ship a 13 pound box to Moldova, formerly of the USSR!?

From Georgia, USA, to Chisinau, Moldova, UPS and FED EX both are asking 604.00 to 705.00 US dollars to ship internationally a 13 pound box, (a folding aluminum handicap walking frame in a cardboard box,) and the USPS will not do it at all for it is too large, they say....does anyone have any leads or suggestions of organizations that might ship for less or in quantity - the gal I am sending it to is handicapped, lives up on the 5th floor, 10 flights of stairs down, no elevators, has congenital hip defects since birth, and the medical system over there only offers old fashioned wooden crutches. She rarely leaves her apartment We want to make her life and movement a little easier. The shipping is over the moon, however. Any ideas that might help? Thanks! <><
